(AP) ? A Chinese government think tank is urging the country's leaders to start phasing out its one-child policy immediately and allow two children for every family by 2015, a daring proposal to do away with the unpopular policy.

Some demographers see the timeline put forward by the China Development Research Foundation as a bold move by the body close to the central leadership. Others warn that the gradual approach, if implemented, would still be insufficient to help correct the problems that China's strict birth limits have created.

Xie Meng, a press affairs official with the foundation, said the final version of the report wil be released "in a week or two." But Chinese state media have been given advance copies. The official Xinhua News Agency said the foundation recommends a two-child policy in some provinces from this year and a nationwide two-child policy by 2015. It proposes all birth limits be dropped by 2020, Xinhua reported.

"China has paid a huge political and social cost for the policy, as it has resulted in social conflict, high administrative costs and led indirectly to a long-term gender imbalance at birth," Xinhua said, citing the report.

But it remains unclear whether Chinese leaders are ready to take up the recommendations. China's National Population and Family Planning Commission had no immediate comment on the report Wednesday.

Known to many as the one-child policy, China's actual rules are more complicated. The government limits most urban couples to one child, and allows two children for rural families if their first-born is a girl. There are numerous other exceptions as well, including looser rules for minority families and a two-child limit for parents who are themselves both singletons.

Cai Yong, an assistant professor of sociology at the University of North Carolina, Chapel Hill, said the report holds extra weight because the think tank is under the State Council, China's Cabinet. He said he found it remarkable that state-backed demographers were willing to publicly propose such a detailed schedule and plan on how to get rid of China's birth limits.

"That tells us at least that policy change is inevitable, it's coming," said Cai, who was not involved in the drafting of the report but knows many of the experts who were. Cai is currently a visiting scholar at Fudan University in Shanghai. "It's coming, but we cannot predict when exactly it will come."

Adding to the uncertainty is a once-in-a-decade leadership transition that kicks off Nov. 8 that will see a new slate of top leaders installed by next spring. Cai said the transition could keep population reform on the back burner or changes might be rushed through to help burnish the reputations of President Hu Jintao and Premier Wen Jiabao on their way out.

There has been growing speculation among Chinese media, experts and ordinary people about whether the government will soon relax the one-child policy ? introduced in 1980 as a temporary measure to curb surging population growth ? and allow more people to have two children.

Though the government credits the policy with preventing hundreds of millions of births and helping lift countless families out of poverty, it is reviled by many ordinary people. The strict limits have led to forced abortions and sterilizations, even though such measures are illegal. Couples who flout the rules face hefty fines, seizure of their property and loss of their jobs.

Many demographers argue that the policy has worsened the country's aging crisis by limiting the size of the young labor pool that must support the large baby boom generation as it retires. They say it has contributed to the imbalanced sex ratio by encouraging families to abort baby girls, preferring to try for a male heir.

The government recognizes those problems and has tried to address them by boosting social services for the elderly. It has also banned sex-selective abortion and rewarded rural families whose only child is a girl.

Many today also see the birth limits as outdated, a relic of the era when housing, jobs and food were provided by the state.

"It has been thirty years since our planned economy was liberalized," commented Wang Yi, the owner of a shop that sells textiles online, under a news report on the foundation's proposal. "So why do we still have to plan our population?"

Though open debate about the policy has flourished in state media and on the Internet, leaders have so far expressed a desire to maintain the status quo. President Hu said last year that China would keep its strict family planning policy to keep the birth rate low and other officials have said that no changes are expected until at least 2015.

Wang Feng, director of the Brookings-Tsinghua Center for Public Policy and an expert on China's demographics, contributed research material to the foundation's report but has yet to see the full text. He said he welcomed the gist of the document that he's seen in state media.

It says the government "should return the rights of reproduction to the people," he said. "That's very bold."

Gu Baochang, a professor of demography at Beijing's Renmin University and a vocal advocate of reform, said the proposed timeline wasn't aggressive enough.

"They should have reformed this policy ages ago," he said. "It just keeps getting held up, delayed."

A NEW STAR WARS IS COMING IN 2015 - Business Insider

?

Disney just bought Lucasfilm for $4 billion.

Announcing the news, Disney also said it will release a new Star Wars movie in 2015.

The movie is currently titled Star Wars: Episode 7.

That means it will take place after Return Of The Jedi.

From a press release: "Star Wars?Episode 7?is targeted for release in 2015, with more feature films expected to continue the?Star Wars?saga and grow the franchise well into the future."

Traditionalists are going to scream in horror at this news, but there is a silver lining. The new films will?not be produced by George Lucas ? who lost his touch a long time ago.

Disney executive?Kathleen Kennedy will be executive producer of all new Star Wars films. Lucas will serve as a mere "creative consultant."

We're ALL going to want to be cynical about this and assume the new movie will be terrible.

But let's make a deal.

First watch this, allow yourself to hope for a minute or two, and then return to reality if you want:

Google Search app for iOS updated with new voice search functionality, iPhone 5 compatibility

Google just released an updated version of its Search app for Android devices yesterday, and it's now (as promised) also delivered a fairly big update to iOS users. That brings with it iPhone 5 compatibility, but the bigger news is the expanded voice search functionality, which promises "faster and significantly improved voice recognition," with spoken responses à la Google Now provided alongside the search results. Those additions also extend to iPad users in addition to the iPhone and iPod touch -- hit the App Store or the link below to take it for a spin yourself.

Daily Share - Are My Insecurities Clouding My Relationship?

My boyfriend and I have been together 9 months and it's been going great. I am 26 and he is 34. However, he was VERY hurt by his last relationship and pretty much claims to "hate" this woman. Additionally, I have had a few past relationships where I was left by the guys for their exes or other women. Obviously feeling like I'm second best has taken a toll on my self worth and flared my insecurities.

Well the current boyfriend is great. Very much makes me feel like I'm his number #1. However, there are times I catch him checking out other women, very often talking about bringing another woman into bed with us (bc he says it would be sexy to see me with another woman), and even found sex videos from him and his ex that he viewed during our relationship, and other old relationship 'stuff' still around his apartment. Additionally, I found a first FB message to a girl he met on vacation with his guy friends while we were together (nothing happened as I am mentioned in the message, but he was provoking dirty talk from this girl) All things I have found are because I've snooped out of curiosity of this ex that hurt him and wanting to know more about the relationship.

So I am trying to figure out if my insecurities are becoming fueled because I snooped and found things that are old and mean nothing to him or if I really do not trust him.

The second leg of this.... He talks about marrying me and our kids and growing old together and all that good stuff. So we have discussed me moving to his area because he owns a business and we need to have our first home/office there before we can buy a family home in the future. I find myself very hesitant and arguing that I'm giving up so much to move there, family, friends, my apt, location, and committing to a 90 minute round trip commute to work while I feel that he's not giving up anything. I'm starting to think that the reason I am arguing this is because it's more related to the insecurity/trust issue than actually just moving to his area.

Do you think I am flaring my own insecurities and it's causing me to drive myself crazy or do you think that I am valid in feeling that he is not trustworthy and moving on from the relationship is best?

Who Do You Complain To About Your Relationship? | Black and ...

I have never really been one of those really big complainers. I normally go with the flow and look for the silver lining in even my most challenging of situations. However, life and relationships always bring certain circumstances into our existence that drives even the best of us into complaint mode. Going into detail about something we were disappointed about is natural. But knowing who to have these conversations with is what?s most important.

When sharing our lives with another person it is almost a guarantee that they, at some point, are going to drive us absolutely crazy. On occasion their bad habits are going to feel unbearable. They are going to say or do something we don?t like or we?re going to be of the opinion that they have not considered our feelings. Various events will take place during the course of a relationship to stretch us, challenge us, and yes provide a reason to complain.

But before we run off to grumble we must take each of the following into consideration:

The thing we want to whine about can actually be resolved if we simply communicate it to our partner. We must be willing to turn complaint mode into solution thinking.

If we still feel the urge to vent, we must be careful in selecting the person with whom we will share. This person should be trustworthy, honest, values marriage and truly loves us. Unfortunately, not everyone in our lives is rooting for our marriage success. Once we determine who those individuals are we make a mental note and are mindful of the information we share with that person.

Take a deep breath and meditate over the situation prior to sharing it with someone other than your spouse. Enjoying our alone time in a quiet and peaceful space allows us to completely clear our minds in order to regroup and refocus.

Asking ourselves what we stand to gain by complaining is an instant eye opener. We immediately see that we don?t normally feel any better as a result. So why even waste our time.

As we continue on this life and relationship journey we can?t lose sight of what is truly important. Being loved and giving love is what most of us seek. The focus should be on what is working in our relationships and adding more of that instead of focusing on what isn?t working without creating a realistic solution.

BMWK family, who do you?complain?to about your relationship? Has complaining to others ever backfired on you?

Peanut Butter Whoopie Pies from Tv Food and Drink - Brought to ...

Also known as ?gobs,? ?bobs? ?black-and-whites? and ?BFO?S? (Big Fat Oreos), the whoopie pie is the official ?state treat? of Maine. ?These cakey cookies exploding with buttercream have never had their origins fully explained, though most attribute it to Pennsylvania Dutch country.

My sister Jodi and I recently had an all-day marathon cookie making session that included carrot cake cookies (see them here), chocolate mint sandwich cookies (here), and these peanut butter whoopie pies. ?Working side by side, we quickly reverted to the traditional roles we held growing up within the structure of the Green family. ?She transformed into the bossy taskmaster who knows better than everyone else, while I became the whiney ?mistake child? who resorts to raising his voice and cutting other people off in an effort to have his opinion respected. ?If you don?t believe me, check out the VIDEO PROOF below.

The combination of my sister?s and my family-fostered dysfunction and rampant insecurities appears to have worked wonders! ?By the end of the day we had something along the lines of 300 cookies cooling on dishes and parchment paper slices all over my home. ?And they all turned out pretty spectacular, plus we were still speaking to one another. There was a brief ?missing acrylic fingernail? panic, but what kitchen experience is complete without one of those?

Peanut Butter Whoopie Pies from Martha Stewart

  • 1 3/4 cups all-purpose flour
  • 3/4 cup unsweetened cocoa powder (not Dutch process)
  • 1 1/2 teaspoons baking soda
  • 1/2 teaspoon fine salt
  • 4 tablespoons unsalted butter, softened
  • 1/4 cup vegetable shortening
  • 1/2 cup granulated sugar
  • 1/2 cup packed dark-brown sugar
  • 1 large egg
  • 1 cup whole milk
  • 1 teaspoon pure vanilla extract
  • Peanut Butter Buttercream (recipe below)
  • 2 ounces bittersweet chocolate, finely chopped

Peanut Butter Buttercream

  • 2/3 cup natural, creamy peanut butter
  • 8 tablespoons (1 stick) unsalted butter, softened
  • 3/4 cup confectioners? sugar
  • Fine salt (optional)

Cream peanut butter and butter in the bowl of an electric mixer fitted with the paddle attachment on high speed. On low speed, mix in sugar until combined, then beat mixture on high speed until fluffy and smooth, about 3 minutes. Add salt to taste, if desired. Use immediately.

Preheat oven to 375 degrees. Line two large baking sheets with parchment paper; set aside. Sift together flour, cocoa, baking soda, and salt into a small bowl; set aside.

Add butter, shortening, and sugars to the bowl of an electric mixer fitted with the paddle attachment; cream on high speed until smooth, about 3 minutes. Add egg; beat until pale and fluffy, about 2 minutes. Add half the flour mixture, then the milk and vanilla; beat until combined. Add the remaining flour mixture. Beat together, scraping down sides of bowl with a rubber spatula as needed.

Drop 12 slightly rounded tablespoons of batter 2 inches apart on each baking sheet. Bake the cookies in the upper and lower thirds of oven, 10 minutes; switch the positions of the baking sheets, and rotate each one. Continue baking until the cookies spring back to the touch, 2 to 4 minutes more.

Remove from oven; let cookies cool on baking sheets, 10 minutes.Transfer with a metal spatula to a wire rack; let cool completely. Meanwhile, line a cooled baking sheet with a new piece of parchment; repeat process with remaining batter.

Spread 1 scant tablespoon buttercream on flat sides of half the cookies. Top each with one of the remaining cookies, flat side down, and gently press together. Transfer pies to a tray.

Cookies can be refrigerated in single layers (they?re sticky!) for up to three days. Bring to room temperature before serving.

Home Improvement Advice That Everyone Should Followwith me ...

Owning a home takes work and money. Annual home improvements can typically cost up to 3% of the home?s value. Certainly, it is possible to reduce costs, so it makes sense to review some great ideas for doing just that.

When considering home improvements, you should understand how long different types of materials, repairs and upgrades last. A chimney, for example, can last upwards of a century. A wooden deck, on the other hand, will only last you about 15. An oak floor will last a century. Vinyl, on the other hand, only lasts two or three decades. These comparisons should help you appreciate that you should do a cost-benefit analysis before doing any home improvement project.

Consider starting your projects in the kitchen. Start by cleaning your walls. You can get off any dirt or grease. Re-paint your kitchen in a color you love; you?ll be shocked how great the heart of your home looks when you?ve finished.

Set up a payment schedule with your home improvement contractor based on the amount of total work completed, NOT a time line. This allows you to end the contract with the contractor if he isn?t completing the work you had hired him to do.

Is your residence drafty? Check out the new products that utilize air as an insulation. Yes, they actually use air! The products are similar to bubble wrap and they are very effective. For example, there are products that allow air to be pumped into small plastic cushions which are then installed into your ceilings and walls. This can be a cheap way to re-insulate your drafty home.

If your project requires you tape sheetrock, get a quality stainless steel taping knife specifically for that purpose. A good knife will make the job easier and will last you for years. It will never be necessary for you to purchase another taping knife if you purchase one that is made of stainless steel, and you maintain and store it correctly.

Deck making and painting are two home improvement projects that you could do outdoors that could have big effect to your house?s value. So consider doing these projects when working outside of your home. Decks are attractive, as they make it a great place to host guests or to just have a drink in the warm weather.

Make sure you are well prepared before you undertake any home improvement project! If you are painting rooms in your home, you should always cover the furniture before you begin painting. Splattering paint all over the furniture is one quick way to ruin it completely. Furniture can be protected from paint with simple sheets.

If you are renovating tile floors, consider radiant heat tiles. These tiles give heat by using electricity and can be very breathtaking. There are luckily some easy ways to do it yourself. Therefore, you can do this project regardless of whether you hire anyone or not. The first cold morning you stumble into your bathroom barefoot you will understand the appeal.

It is a wise decision to hire a professional for electrical work on your home. A pro will know the best method to do this. Trying to complete the electrical work on your own could yield damaging results, and perhaps even be dangerous.

When designing a renovation for your home, consider the value to you of a personal touch versus the return on investment you will receive upon selling the home. Home improvement is a matter of personal taste, but the more personalized your home becomes, the less likely you will be to find a buyer ready to pay a high price for your home.

As you work to improve your home, keep several things in mind. Your choice of home improvement project should always consider whether the change is aesthetic or functional or perhaps both. Home improvement needs commitment, and you need to be sure you?re investing in something that is worthwhile.

E-voting could affect accuracy of vote counts in four states

Touch-screen electronic voting machines in at least four states pose a risk to the integrity of the 2012 presidential election, according to a Monitor analysis.

In four key battleground states ? Pennsylvania, Virginia, Florida, and Colorado ? glitches in e-voting machines could produce incorrect or incomplete tallies that would be difficult to detect and all but impossible to correct because the machines have no paper record for officials to go back and check.

While many state officials laud the accuracy of e-voting machines, mechanical and software failures are not a new problem. What makes the risk more serious this year is that polls project a close election, and e-voting problems in any of the four states in question could affect who wins the presidency.

[RECOMMENDED: 3 views on whether US states should require voter ID]

"No matter how unlikely it seems now, there's a chance that this election will be so close that it could be flipped by a single voting machine problem in a single place in any one of those states," says Edward Felten, a professor at Princeton University in New Jersey who has analyzed e-voting machine weaknesses. "To avoid that, it's key to have a record of what the voter saw ? and that means having a paper ballot or other paper record."

Paper verification of votes has proved to be a vital backstop to ensure that voting-machine software is not corrupt and that programming errors did not affect the accuracy of electronic vote tallies. Voting machines have at times "lost" thousands of votes or even "flipped" votes from one candidate to another, and total breakdowns are not unheard of.

For example:

  • In 2006, some 18,000 votes were electronically "lost" by e-vote systems in a single Florida congressional race with no paper backup or ballots available to review.
  • In May 2011, voters in Pennsylvania?s Venango County complained that paperless electronic touch-screen machines were "flipping their choices from one party to another," according to a report by Verified Voting, a nonprofit group in Carlsbad, Calif., that tracks voting machine use nationwide. After an inconclusive audit of election results, the county simply decided to use paper ballots counted by optical scanners in future elections.
  • In March, an e-voting system in Florida?s Palm Beach County experienced a "synchronization? problem in a municipal election. The election software attributed votes to the wrong contest and the wrong candidates won. Thankfully, paper ballots existed. After a court-ordered recount, results were changed and two losing candidates were declared winners.

More than 1,800 voting machine problems were reported to election protection hotlines during the 2008 general election, according to Verified Voting. Such election failures mattered far less in 2008 because Barack Obama won by a landslide. But this year, the loser might be likely to demand a recount if the winning margin is small. In states that still use Direct Recording Equipment (DRE) ? touch-screen voting equipment that lacks any paper verification ? that could be a problem.

"Without a paper trail there's no opportunity to check, so then you just have to rely on faith that the software is functioning properly and capturing votes properly," says Pamela Smith, president of Verified Voting. "Maybe the machine is working OK right now. But if there is a bug or glitch, there's nothing to go back to."

After the controversy over "hanging chads" in Florida in the 2000 election, touch-screen e-voting machines proliferated nationwide as the Help America Vote Act of 2002 helped states pay for new equipment. Most states have since replaced e-systems that lack paper verification with paper ballots counted by optical scanners. While scanners can also fail, the paper ballots are there to be recounted.

But 17 states still use paperless DREs, according to Verified Voting. Among those, four are expected to see election results close enough to potentially demand a recount.

"Most of the country has gone to some sort of paper-based optical or electronic system," says Peter Lichtenheld, vice president of operations for Austin-based Hart InterCivic, one of four major voting machine companies in the US. "In counties that have decided to stay with older direct response equipment [DREs], they've put in people and procedures to make them more secure."

For example, most states now run preelection software tests on the machines to verify that they are counting correctly. The machines are "sealed" against tampering and, increasingly, they are monitored by surveillance cameras even in off-use periods. Memory cards in the machines should retain votes, even in a power failure, but have not always done so.

To critics, however, reliance on electronic methods alone as a backup means that the machines are, in essence, checking themselves. Only a paper document checked by the voter ensures that the vote was recorded correctly and is immune to system failures or even cyberattack.

  • In Pennsylvania, 50 of 68 counties have paperless equipment as their standard voting system, Verified Voting data show. Those machines serve some 7 million of about 8.5 million registered voters statewide.
  • In Virginia, 127 of 135 counties use paperless DREs, accounting for 3.7 million of the state?s 5 million registered voters, according to Verified Voting.
  • Colorado is shifting to mail-in paper ballots, but the transition isn't complete. Jefferson County, the state?s fourth most populous, is using paperless DREs as well as mailed ballots. So many of its 320,000-plus "active" registered voters will vote on the machines ? more than enough to tip a tight race, says Ms. Smith of Verified Voting.
  • In Florida, all counties are required by law to have paper backups for their voting machines by 2014. Even so, a small but potentially significant number of disabled voters statewide still will use paperless touch-screen machines this year. Although only a few thousand votes may be cast on those "accessibility" machines, it could still be enough to throw the race if the state's vote tally were to end up as close as it was in the 2000 presidential election, when George W. Bush controversially won by 537 votes.

State officials stand by the machines.

"These DREs have been one of the more reliable pieces of equipment we've had," says Donald Palmer, secretary of Virginia's Board of Elections, the state's most senior election official. "We haven't had any major problems with them."

In fact, Colorado?s Jefferson County recently had to conduct a recount in a congressional race, in which votes cast on paperless DREs were included. Significantly, both candidates accepted the result although there was no paper to confirm that the machines had recorded the votes correctly.

"We think we have the right processes in place to make sure everyone is able to vote and that their votes count," says Andrew Cole, a spokesman for the Colorado Secretary of State's office.

Still, Princeton?s Professor Felten has put all four states on his top 10 states ?at risk? of an e-voting meltdown. Among the factors going into the the list is the effectiveness of a state?s vote-audit laws.

California, for example, is lauded because its post-election audits draw statistical comparison between paper totals and voting machine tallies to ensure the machines are accurate. In contrast, Virginia has no post-election audit and limited provisions for a recount in state law in case machine vote-count problems are detected. Similarly, Florida state laws are such that a recount may not be permitted even if a machine is known to have malfunctioned.

"Florida's post-election audit law is absolutely atrocious and does not afford the voters any certainty that their votes have been accurately counted," says Ion Sancho, supervisor of elections in Florida?s Leon County. "Because our laws only allow erroneous totals to be corrected on the basis of fraud, a machine could break down, but if there's no fraud, our laws would still not allow us to correct those erroneous totals."

The small number of voters who will use paperless DREs in the state limit the chances of an e-voting meltdown there, he acknowledges. But it is a concern. He notes that the blatant mistake made by e-voting machines in Palm Beach might have never been corrected had that been a statewide election, since there was no obvious fraud. "State law doesn't require it," he says.

"I'm hopeful," he adds, "that we can get through to 2014 without an election disaster like 2000 and finally get rid of all these [paperless] machines once and for all."

Meaningful Mama: Day #298 - Paisley Baby Shower Cupcakes

I was asked to do cupcakes for a friend's baby shower. Of course I was willing. I love this new life, and I love making cupcakes. Good combo. You saw yesterday how you can make cupcake liners out of any paper you want, so click back for a printable to help you make your own. She is doing her baby's room in pink paisley, and the baby shower reflected that. Red velvet is also her favorite, so we made those flavored cupcakes as a family when we made the ones for Abby's class. Remember you can freeze cupcakes. We used the red velvet and cream cheese frosting recipes.

Making Chocolate Paisley Cupcake Toppers

I talked a few days ago about working with candy melts. That is exactly what I used to make these?paisleys.?

I made a printable for the paisleys if you want to use that one. You can use candy melts to create a variety of simple designs.
You lay down the printout of the shape you want onto a cookie sheet or jelly roll pan. Then, lay parchment paper on top of it. Put the melted candy melts in the squeeze bottle. Again, look back at my tips for working with candy melts. Then, outline the shape with the chocolate and fill it in - all coming out of the squeeze bottle.
As this point, I let the chocolate sit in a hot water bath because I could only make one paisley at a time. While your chocolate is bathing, take a flat icing spatula and smooth the chocolate with one steady stroke. You may need to practice a bit to become better at this technique. This is the first time I did it, so there was definitely a learning curve. Working quickly, I added the?dragees (little silver balls...I'll add a link on the bottom) carefully around the edge. You can use tweezers if needed, but I used my fingers and a toothpick to help guide. I continued to be able to make an entire sheet of paisleys, and then I'd stick them in the freezer to harden while I started the next sheet.?
After swirling the cream cheese frosting up, I laid the paisleys on top to complete my design.

a 3 Month Old Baby and 3 Year - Becca Bond Photography

Upon entering this family?s Charlotte home, I was immediately filled with the kind of warmth that you get when visiting your own family. ?Baby brother was snoozing soundly in the living room, big sister was getting ready for her shoot, all dressed up in a sparkly lavender fairy dress, and it was the kind of hustle and bustle of family life that makes me feel right at home! ?Within no time at all, I was in the room of a fairy princess jumping on her bed, reading stories and checking out toys. ?It was truly like I had just hopped into a day in the life of this family, with all of their love, gentleness, and kindness. ?It was nice to see how both parents were so involved in their child/ baby?s lives, equally sharing the responsibility of changing, getting snacks and occasionally bribing (yes, we do bribery on BBP photo shoots). ?Dad had a way of getting baby G to smile and laugh and Mom took time to read RG a special story and snuggle with her.

I recently read an article in the Huffington Post about how moms need to be in more pictures with our children? after all, we are always there in our children?s lives. ?Yet we are almost always behind the camera because our kids are just cuter? we feel like our hair could be better, we?re in our yoga pants on day two, etc (Well, you can read it here, she does a much better job of making the case than I do.) ? I was thinking about that a lot as I was editing this session. ?Not that this mama isn?t the image of beautiful perfection, but I just love the connection between both of these parents and their children. It is so real, and so pure. ?And years from now, these children will look back and be able to SEE how much they were/ are loved.

They laughed, sang, snuggled, shared secrets through the afternoon, and I was there to document the whole thing? a wonderful, glorious, day in the life of a beautiful family!Baby gets mommy kisses

WHO: TB numbers drop to 8.7 million new cases

LONDON (AP) ? The number of people who caught tuberculosis last year inched downward according to an estimate by the World Health Organization, but the agency warned that drug-resistant strains are still spreading.

In a new report issued Wednesday, the U.N. agency estimated there were about 8.7 million new cases of TB last year, down from about 8.8 million in 2010. The number of deaths was unchanged at about 1.4 million ? making it the second-leading killer among infectious diseases after AIDS.

But no one knows for sure what the actual figures are since the WHO report said it was too expensive and complicated to measure the exact number of new TB cases every year.

WHO also said drug-resistant tuberculosis was spreading but acknowledged it didn't have enough data to know if those strains were getting more prevalent or not.

Drug-resistant TB is often the result of patients not being treated properly for regular TB; it is more expensive to treat and the drugs have worse side effects. WHO estimates that only 1 in 5 cases of drug-resistant TB are identified globally, meaning the others are spreading the disease without being treated.

A look at various regions:

? EASTERN EUROPE AND CENTRAL ASIA: These regions have the world's highest rates of drug-resistant TB, including 62 percent of previously treated patients in Uzbekistan and 75 percent of such cases in Belarus. Much of the disease's spread here is driven by intravenous drug users and weak health systems that don't identify and treat patients early enough.

? INDIA AND CHINA: These two countries have almost 40 percent of the world's TB cases. India and China also have a rising number of drug-resistant cases even though both countries claim to treat about 90 percent of their TB patients. Last year, India reported several cases of totally resistant TB that were untreatable.

? AFRICA: About 25 percent of the world's TB cases are in Africa, where the death rate is the highest in the world. The HIV epidemic is also fueling the spread of TB in sub-Saharan Africa. Patients with HIV often have weaker immune systems, making them more susceptible to catching TB. At least one-third of HIV patients also have TB and about one-quarter of deaths in people with HIV are due to TB.

? AMERICAS, MIDDLE EAST AND WESTERN EUROPE: While the fewest number of TB cases are found here, the disease is on the rise in some cities including London, due largely to global travel patterns. The bacteria are spread easily in the air and people need only to inhale a few of the germs to be infected.

Shots of supposed iPad mini display leak

Pictures of what are supposed to be the display of the unannounced iPad mini have surfaced recently. The dimensions measure 162 mm x 124 mm, which works out to the same 4:3 aspect ratio of the full-sized iPad. According to the markings on the rear, LG is apparently the manufacturer of this particular part. The source of the pictures,?ETrade Supply,?also posted shots of the battery, which line up with what we had seen previously.?

Plenty of other rumored parts have shown up?over the last few weeks, but there are few meaningful details we can glean about a finished, final product from all of these isolated parts. It's a good thing we won't have to wait long to find out what Apple's been working on. What do you guys think - does this look legit, or is it too early to tell, or even worth trying to guess? What are the odds that we'll see full Retina-grade resolution on the new iPad mini display??

Can Mitt Romney Really Create 12 Million New Jobs in 2013 ...

Romney's 12 Million Jobs Promise - it can be done

While I have always been focused on bringing more revenue into your business ? rather than on current events ? the current election cycle in the United States has generated countless opportunities for lessons in marketing, salesmanship and establishing systems that bring in the cash.

Take, for instance, Mitt Romney?s recent statement that he and fellow Republican Paul Ryan will generate 12 million new jobs if Romney is elected in November.

While many news pundits and opposing campaigners ridiculed the claim, many people who own small businesses (including me) didn?t bat an eye ? knowing with confidence that Romney?s claim is not only accomplishable, he is most likely understating the possibilities for job growth in the U.S.

To see how 12 million new jobs could easily be added ? at very little cost to business owners and in a way that actually boosts GDP along with swelling the ranks of the employed ? let?s take a look at the math.

Afterward, let?s discuss how you, as a business owner, could bring in significantly more revenue ? plus substantially leverage what you?re doing in your business ? simply by hiring one of the key staff positions I have in mind.? I?ll reveal the specific job titles to consider ? people who can become a key part of your revenue-generating effort.

But first the math?

The Business Plan for Making Money in Your Small Business

I recently developed a business plan unlike any you?ve ever seen?designed specifically to help you and your staff implement strategies that bring in the cash?while at the same time, becoming more focused on establishing future income streams for the business.

Forget about proforma numbers, growth projections and other ?pie in the sky? business plan nonsense. My Instant Income Small Business Plan focuses on the one basic necessity that all small businesses (including start-ups) need in order to grow and thrive: Strategies that bring in the cash.

For full details and to immediately download your copy, click here.
______________________________________________________________

Adding 12 Million New Jobs Using Easy Math

While many factors affect whether a small business will hire new employees, the reality is that tens of millions of small businesses exist in the United States that could employ other people, but ? for a myriad of reasons ? don?t.? Take a look:

  • According to the U.S. Small Business Administration, in the United States, the number of businesses without employees has increased steadily, from about 14 million in 1992 to nearly 22 million in 2010.
  • An estimated 10 million of these businesses are owned by women ? nine million of which are solo entrepreneurs without any employees.

If all 22 million businesses who currently have no employees hired just one person ? even on a part-time basis ? that?s over 20 million new jobs.

So how can 22 million small businesses justify hiring just one more person? Focus on hiring staff who will generate revenue well beyond their own salary using strategies designed to leverage what you?re already doing.

If you?re a solo consultant, find a ?Person of Leverage? who can take away from you the marketing function, accounting duties, new-client correspondence ? even talking to potential clients ? so you can focus on billable hours and becoming a recognized authority in your industry through media, events and other activity.

If you own a one-person service company, find a technician or other specialist who can take over some service delivery duties while you focus on finding more customers through more advertising and joint ventures with other service companies.

And if you?re one of the many professional practitioners, authors, and other experts who read this newsletter, why not hire a full-time New Business Development manager to research strategic alliances, contact potential partners, negotiate joint marketing efforts, and continuously move you and your expertise into the marketplace?

When looked at this way, hiring ?just one person? makes sense for virtually every one of the solo entrepreneurs in business today.? Even if you hire an outside contractor to do this work (rather than adding them on as a bonafide employee), it?s still a paying job by anyone?s definition.

Cash-Flow Generating Staff Who Can Earn Their Keep

Beyond the ?Person of Leverage? I mentioned above ? that person who can help your solo business grow by taking away those time-consuming, low-return duties you perform now ? there are several staff positions which can literally pay for themselves with new-found revenue that more than pays their salary.

Let?s take a look:

New-Business Development Manager ? Every business owner wishes they could clone themselves so they can simultaneously focus on bringing in new business, developing new products and services, and finding new ways to streamline and more effectively run the company.? No one person can do all these things.? But you can hire a professional to act in your stead.? And your most important ?stand-in? professional will be your New Business Development Manager.

Your new business development manager will initiate?then manage?relationships with outside parties who can drive buyers to you or otherwise help your revenues grow.? They can find new markets, source new product lines or recommend new service offerings, do market research, represent you in the field, recruit bigger joint-venture partners than you would be comfortable pursuing, create important strategic alliances and so on.? They are not salespeople per se, but rather, they develop entirely new revenue streams for the business.

Affiliate Manager ? Straegic-alliance partners on the Internet are called affiliates.? And the job of recruiting affiliates, managing those relationships and supplying affiliates with tools they can use to promote your products and services at their website is done by an Affiliate Manager.

Marketing Implementation Manager for Offline Promotions ? All marketing promotions are implemented either online or offline.? What are offline promotions?? Anything that takes place outside the Internet.? For instance:

??? ?Trade shows?? ???? ?Radio and TV commercials
??? ?Direct mail / card decks / Val-Pak mailers?? ???? ?Catalog placement
??? ?Preview workshops?? ???? ?Statement stuffers
??? ?Press releases?? ???? ?In-store and lobby promotions
??? ?Display advertising?? ???? ?Billboards & literature racks
??? ?Teleseminars and webinars?? ??? ?and other non-traditional marketing outlets

Internet Promotions Manager ? This highly effective job title should be able to act as a webmaster, making simple copy changes to webpages, programming new products or affiliate commissions into the shopping cart, and overseeing any outside contractors who do more extensive website development work for you.? Basic webmastering should always be a primary skill in a good Internet Promotions Manager.

In addition, they should constantly manage new email promotions to your customer list and create the marketing campaigns and advertising copy that will be used by affiliates (above). They should work hand in hand with the New Business Development Manager to execute any campaigns with partners that will take place online.

By adding just one person to your ?solo business,? you can grow rapidly ? so long as that person is focused on bringing in the cash.

To your success,

Janet Switzer
Editor, Instant Income Revenue Report

P.S. Have you established cash-generating systems in your business yet? Does your revenue get banked on a predictable basis? If not, you need to put in place the seven major systems that reliably bring in cash-flow. These systems will help you easily execute pre-scheduled marketing campaigns, run advertising that makes the phone ring, use sales strategies that convert prospective customers to cash-paying buyers, and more.? Click here to read more about these systems and the step-by-step program for establishing them starting today.

Novel discovery links anti-cancer drugs to muscle repair

ScienceDaily (Oct. 16, 2012) ? Few drugs are available to treat muscle injury, muscle wasting and genetic disorders causing muscle degeneration, such as Duchenne muscular dystrophy. A compelling discovery that may change this was made recently by a research group led by Dr. Robert Korneluk, distinguished professor at University of Ottawa's Faculty of Medicine and founder of the CHEO Research Institute's Apoptosis Research Centre, was reported Oct. 16 in Science Signaling.

"We know of five pharmaceutical companies pursuing phase one clinical trials with specific drugs to treat cancer patients," says Dr. Korneluk. "These anti-cancer drugs target the IAP genes, an important family of proteins related to tumour survival that were discovered by the Children's Hospital of Eastern Ontario (CHEO) group over 15 years ago. At that time, we were looking at the role of the IAP genes in cancer as well as in muscle disease. So it was only logical for us to explore the effectiveness of these drugs in both disease conditions."

Dr. Korneluk's research team has now discovered that the IAP-targeting drugs that promote the death of cancer cells also induce the growth and repair of muscle. Furthermore, the team has identified the mechanism by which this process happens, through the activation of a specific cell-signalling or communication pathway. This pathway governs muscle growth and repair by promoting the fusion of muscle cells to create new muscle fibres or repair damaged fibres.

"We think it's reasonable to move into clinical trials with this methodology within the next couple of years," says Eric LaCasse, CHEO associate research scientist. "Regulatory bodies need proof that the drug is safe, which the existing cancer trials will offer, and they need to see an evidence-based rationale -- which we've worked hard to be able to announce today."

The research team has also found that some of the muscle-enhancing effects of the drugs can be repeated using a growth factor normally found in the body, called TWEAK. When low levels of TWEAK were administered, the same signalling pathway was activated, promoting repair of damaged muscle tissue.

Led by Dr. Robert Korneluk, the complete research team includes Eric LaCasse, Emeka Enwere, Janelle Holbrook, Rim Lejmi-Mrad, Jennifer Vineham and Kristen Timusk (all from CHEO) as well as Baktharaman Sivaraj, Methvin Isaac, David Uehling and Rima Al-awar (all from the Ontario Institute for Cancer Research, OICR).

This research was funded by the Canadian Institutes of Health Research (CIHR), the Howard Hughes Medical Institute (HHMI), the American Muscular Dystrophy Association (MDA-US) and the Ontario Institute for Cancer Research (OICR).
